Best pickaxe enchants: Fortune III or Silk Touch
For survival, the strongest long-term plan is usually two pickaxes. One with Efficiency V, Fortune III, Unbreaking III, and Mending for resource drops. Another with Efficiency V, Silk Touch, Unbreaking III, and Mending for intact blocks.
