How the game works out mining time
Every tool has a speed for the blocks it suits: wooden pickaxe 2, stone 4, iron 6, diamond 8, netherite 9, golden 12. Efficiency is added to it, then the speed is multiplied by Haste and by penalties: 5 times each underwater and in the air. Each tick the block takes a share of damage: speed divided by the block's hardness and by 30 — or by 100 if the tool cannot harvest that block.
If a single tick is enough for the whole block, it breaks instantly and you can keep mining without a pause. Otherwise the game waits another 5 ticks between blocks, which is why going from 2 ticks to instant mining gains far more than the numbers suggest.

What do you need to mine stone instantly?
A netherite or diamond pickaxe with Efficiency V and Haste II from a beacon. A netherite pickaxe has speed 9, Efficiency V adds 26, and Haste II multiplies by 1.4 — that is 49, and instant stone needs more than 45. Without Haste II the same pickaxe breaks stone in 2 ticks.
How much does Efficiency speed up mining?
Efficiency adds the level squared plus one to the tool's speed: I adds 2, II 5, III 10, IV 17, V 26. For a diamond pickaxe with speed 8 that is the difference between 8 and 34, more than four times faster. The bonus only applies when the tool suits the block: an Efficiency pickaxe does not dig dirt faster than a hand.
Why is mining so slow underwater?
With your head underwater speed is divided by 5, and by 5 again if you are swimming rather than standing on the bottom. Together that is 25 times slower. Aqua Affinity on a helmet removes the first penalty, and only solid ground under your feet removes the second. Conduit Power from a conduit adds speed like Haste I.
How long does obsidian take to mine?
9.4 seconds with a plain diamond pickaxe, 8.35 with netherite, and about 2.2 with Efficiency V. Iron and weaker pickaxes take 41.7 seconds and drop nothing: obsidian needs diamond. Obsidian has a hardness of 50, stone 1.5.
