Distinguish the cap from insufficient XP
If an operation is allowed but you lack levels, collecting XP helps. Too Expensive for a Java Survival combination means something else: the cost reached 40 levels. Having 100 or 1,000 levels does not bypass it. The cap applies to a single step. A 50-level total can be valid when split across several cheaper operations. Renaming alone has a separate exception.
Check the history of both inputs
Costs include enchantment transfer fees and the penalties of both inputs. A fresh item and a fresh book have zero penalty. Combining sets the result's penalty to twice the larger input penalty plus one. A book assembled from other books is therefore not fresh. The calculator's prior-work count represents the depth of this history: merging branches follows the deeper branch rather than adding up every previous combination.
What you can actually change
If the books are still separate and fresh, compare another order or omit an optional expensive enchantment. If the item already has a high penalty, compare the same build on a fresh item. A grindstone resets the penalty at the cost of ordinary enchantments; curses remain. Mending helps avoid future anvil repairs but does not erase accumulated penalties. Do not strip valuable gear before comparing the cost of a new book set.
What does not help and calculation limits
Replacing a damaged anvil block does not change a sword's or pickaxe's history. Repairing durability does not clear penalties. This site's calculator plans transfers from separate fresh books at the required levels onto an item without existing enchantments; the item penalty is entered separately. It cannot recover history from a screenshot and does not model material repairs or premade multi-enchantment books. For those inputs, the displayed cost compares a new build rather than quoting an exact repair price.

No. The penalty belongs to items and books, not the anvil block.
Can an elytra be repaired on an anvil indefinitely?
Repeated anvil repairs increase the penalty and eventually reach the Survival cap. Mending restores durability with XP without those operations.
